About the Organization: |

|
The Islamic Conference of Foreign Ministers that was held in the Senegalese capital, Dakar, approved, by Resolution No. 9/9 S, on 24/4/1978, the establishment of the Organization of Islamic Capitals and Cities with its headquarters in Mecca. A subsequent meeting of the Islamic Conference held in the city of Fez, Morocco approved, on 8/5/1979 the Organization’s charter.

The Organization was formally established on 30/1/1980 under the provisions of the first General Conference for the Organization, which was held in Mecca. The charter was approved at that conference and a Board of Directors and a Secretary-General were elected.
|

|
|
Headquarters of the Organization is in the holy city of Mecca, and the offices of the Secretariat are in Jeddah.
|
|
|
|
Membership to the OICC is open to all capital cities of the Organization of the Islamic Conference (OIC) members. The cities of Mecca, Medina and Jerusalem are to be permanent members due to their sanctity. In addition to the capital city, membership in OICC is open to a maximum of 8 additional cities for each Islamic country.
|
|
|
|
OICC doesn’t engage in political activities nor does it have political affiliation. It doesn’t interfere in the political affairs of member countries.
|
|
|
|
There are 46 member countries.

OICC Objectives
|
|
|
|
Strengthen ties and friendly relations among Muslim capitals and cities.
|
|
|
|
Expand and develop the range of cooperation among said cities.
|
|
|
|
Preserving the identity and heritage of Islamic capitals and cities
|
|
|
|
Work toward instituting systems and comprehensive urban plans to direct the growth of Islamic capitals and cities in congruence with their economic, social, cultural and environmental situation.

|
|
|
Raising the standards of services and public facilities in Islamic capitals and cities
|
|
|
|
The Means:
|
|
|
|
Exchange of visits and sharing of research and studies among cities.
|
|
|
|
Conducting symposiums, study groups, and training courses on topics of concern to Islamic capitals and cities
|
|
|
|
Contributing to funding service, maintenance, protection, and research and training projects in the Islamic world through the Organization’s fund (Islamic Capitals and Cities’ Cooperation Fund), in accordance with the latter’s charter.

The General Conference:
|
|
|
|
It is the highest authority in the Organization. It lays down the Organization’s policy, determines its objectives and direction. The Conference, which assembles once every three years, is made up of governors, mayors and presidents of member Islamic capitals and cities.

|
|
Board of Directors:
|
|
|
|
Follows the implementation of Conference resolutions and puts down plans and programs for achieving the Organization’s objectives. The Board is made up of the cities of Mecca, Medina and Jerusalem as permanent members, and 18 other members of the Organization who are elected by the General Conference, in addition to the Secretary-General and membership of the capital or city in which the Board convenes (if not already a member).

Secretariat:
|
|
|
|
This is the executive arm of the Organization. The Secretariat manages the technical, administrative and financial affairs of the Organization and reports to the Board and General Conference. The Secretary-General represents the Organization before the various international organizations and agencies, as well as in conferences and symposiums. The Secretary-General who presides over the Secretariat is elected to the post by the General Conference.

Islamic Capitals and Cities’ Cooperation Fund
|
|
|
|
This Fund contributes to financing services, protection, and research and training projects in Islamic cities. It also provides assistance to the most needy of municipalities as provided for in its charter.
|
|
|
|
Center for Training and Development of Islamic Capitals and Cities
|
|
|
|
The Center, which is located in Cairo, Egypt, aims at raising the performance level of employees working for municipalities of Islamic capitals and cities, through training and development of various skills.
