IULA was set up in 1913 and had chosen the City of La Hague in the Netherlands as its headquarters. The Union seeks to strengthen ties among localities throughout the world with respect to local administration and municipalities, as a great number of organizations that are experts in the field of local and municipal administration are members of the Union. IULA has established local branches in Africa, North America, Latin America, Asia, Eastern Mediterranean and the Middle East.
