It should be noted that since the issuance of Municipalities Law of 1955, other laws have been adopted which transferred most of the responsibilities of municipalities to ministries or other ancillary entities. Some of these responsibilities are:
Water
Electricity and gas
Installation of sewage lines
Inspecting modes of transportation
Inspecting and regulating hotels
Maintaining morality and public decency
Fire stations and prevention of fires
Establishment of hospitals and other health care centers
Establishment and inspection of cultural, sports, and arts institutions
Prevention of begging; establishment of shelters for the elderly; and monitoring collection of donations
Establishment and inspection of employment offices
Monitoring lottery and gambling
Inspecting scales and measuring instruments
Thus, only 26 tasks entrusted to municipal councils remain out of 39 tasks provided for in the Law
