Filing Procedures: 

File a request and have it referred from the Central Bureau to the Director of R&D Dept.
Paperwork is referred to head of Training Division
Paperwork is referred to research staff
Paperwork is signed by head of the department

Petitioner is given letter of approval, a copy of which is kept in the department’s files
